Lamar Blackwell, Pittsburgh Education Executive Expands Consulting Work Focused on District Improvement and Student Outcomes
Former CEO and urban education executive brings cross sector leadership experience to strategic advisory work with superintendents, CEOs and education organizations

PITTSBURGH, PA – October 19, 2026 – Education executive and former nonprofit CEO Lamar D. Blackwell is expanding his education executive consulting work, partnering with superintendents, CEOs and education leaders to strengthen organizational execution, executive accountability and the systems necessary to improve student outcomes.

Through Lamar Blackwell Education Executive Consulting Services, Blackwell is working with education leaders around a central challenge facing school systems: how to translate ambitious strategic priorities into disciplined execution and measurable results for students.

“Most school systems do not suffer from a lack of plans, priorities or data,” Blackwell said. “The harder challenge is building an organization capable of turning those things into results. My work with superintendents and CEOs is centered on helping them create the leadership discipline, accountability and continuous improvement systems necessary to move from strategy to impact.”

Blackwell’s advisory work focuses on district improvement, student outcomes, strategic execution, executive performance and accountability, continuous improvement, cross functional leadership and strategic thought partnership with chief executives.

A significant component of the work is helping education leaders develop what Blackwell describes as a Superintendent’s Executive Operating System, a leadership framework designed to connect an organization’s strategic priorities with executive commitments, leading indicators, performance monitoring, decision making and continuous improvement.

The approach seeks to move executive teams beyond simply reporting progress and toward actively managing performance.

“An executive meeting should do more than tell the superintendent what happened,” Blackwell said. “The leadership team should understand what happened, why it happened, whether the strategy is working, who owns the response and what evidence we will examine next. That is how data becomes a management tool rather than simply a reporting tool.”

Blackwell’s approach incorporates a continuous improvement cycle that moves organizations through data, diagnosis, root cause analysis, strategic response, implementation, evidence and refinement.

Experience Across Education, Workforce and Executive Leadership

Blackwell brings nearly two decades of leadership experience across public education, nonprofit management, workforce development, youth entrepreneurship, government and community development.

Most recently, he served as Chief of Staff of Pittsburgh Public Schools, where his portfolio included executive leadership coordination, Board deliverables and governance processes, student outcomes work, communications and stakeholder engagement alignment, and major strategic initiatives within a school system operating with an approximately $785 million annual budget.

Blackwell previously served as a Regional CEO with the Center for Employment Opportunities, Founding Executive Director of BUILD Pittsburgh and National Director of School Success for BUILD. He has also held executive leadership roles in government and community development.

His experience as both a chief executive and an executive working directly alongside organizational leaders informs the consulting practice.

“Superintendents are leading extraordinarily complex enterprises,” Blackwell said. “Academic performance is central, but the superintendent is simultaneously managing people, operations, finances, facilities, technology, communications, community expectations and governance. Those functions cannot operate as disconnected organizations. The superintendent needs a way to connect the enterprise around a common definition of success.”

Keeping Student Outcomes at the Center

Blackwell’s consulting philosophy maintains that district improvement must ultimately remain connected to the students the organization exists to serve.

That means student outcomes cannot be viewed solely as the responsibility of an academic department. Finance, human resources, operations, technology, student support, communications and other organizational functions all influence the conditions in which schools and students operate.

“The question I continue asking is simple: How does the work happening at the executive table eventually change the experience or outcome of a student?” Blackwell said. “If we cannot make that connection, we have to examine whether we are measuring activity or actually managing toward impact.”

His current work is designed to help education executives establish that connection while strengthening the organizational capacity necessary to sustain improvement over time.

Building the Next Chapter

The expansion of Lamar Blackwell Education Executive Consulting Services represents part of a broader next chapter in Blackwell’s work.

In addition to advising education leaders, Blackwell is developing thought leadership around district improvement, student outcomes, executive operating systems, organizational transformation and the relationship between strategy and execution.

He is also developing The Young Executive, a separate leadership platform drawing upon his experience becoming a CEO at age 25 to help emerging professionals better understand executive positioning, leadership development and navigating the C suite.

For Blackwell, the common thread across the work remains opportunity and impact.

“I have had the opportunity to lead organizations, work alongside chief executives and see complex systems from several different perspectives,” Blackwell said. “This chapter is about taking what I have learned and using it to help other leaders strengthen their organizations, improve outcomes and expand opportunity for the people they serve.”
