ETDA transforms AI Governance from global principles to real-world practice in Thailand at AIGW 2026

In collaboration with leading Thai and international partners, the Electronic Transactions Development Agency (ETDA), under the Ministry of Digital Economy and Society, is hosting AI Governance Week 2026 (AIGW 2026), Thailand’s most prestigious forum on artificial intelligence governance. The event, under the theme “Connecting the Right Dots: From Global AI Principles to Real-World Practice,” will take place from June 29 to July 3, 2026, with an aim to bridge global AI governance principles with implementation in the Thai context.

Dr. Chaichana Mitrpant, Director of ETDA, said that AIGW 2026 marked the second consecutive year of the event in Thailand. Organized by the AI Governance Center (AIGC), this year’s programme is designed to move AI governance beyond “global principles” and into “real-world implementation.” Over 60 international experts from over 40 organizations across the Big Tech, finance, education, legal, and AI governance sectors will gather together to exchange knowledge, share practical experience, and showcase compelling use cases throughout the five-day event. Other participants also include representatives from the Technical University of Munich (TUM), IPAP, the World Bank, OECD, IRCAI, AWS, Google, UNICEF, the Embassy of Japan in Thailand, UNESCO, Meta, Microsoft, Huawei, IBM, and leading Thai organizations.

A major milestone at AIGW 2026 is the transition of the AI Governance Center (AIGC) into the AI Governance Practice Center (AIGPC). This marks Thailand’s evolution from developing AI governance knowledge and guidelines to supporting organizations in Thailand and across the region with the practical implementation of internationally aligned AI governance through advisory services, tools, testing frameworks, best practices, and capacity building. The event will also introduce the AI Ethical Impact Assessment Playbook (AI EIA Playbook), developed by ETDA through AIGC. The book compiles a wide range of use cases to help organizations assess the impact of AI. Rather than creating a new governance framework, the playbook serves as a practical guide that enables organizations to adapt established international AI ethics and governance frameworks, such as UNESCO’s Recommendation on the Ethics of Artificial Intelligence, to the Thai context. It emphasizes that AI impact assessments must extend beyond technical considerations to examine the effects on all stakeholders. For example, when a hospital deploys an AI chatbot, stakeholders include doctors, nurses, patients, system administrators, and supporting departments, each facing different challenges related to security, privacy, data quality, reliability, transparency, and accountability.

Beyond the organizational dimension, this year’s event also highlights AI in education through the forum “Building AI Awareness and Safe Use in Education.” The forum promotes the principle that integrating AI into the classroom requires appropriate governance frameworks that balance innovation, risk, and accountability to build trust in Thailand’s education. It also serves as a platform to discuss AI literacy, the safe use of AI in schools, and preparing students, teachers, and the wider public with the skills needed for the AI era, complemented by hands-on workshops led by leading technology organizations.

Another key focus is AI for Justice, or the responsible application of AI within the justice system. AIGW 2026 will present insights, including the collaborative hackathon design process and showcase from the winner of the Responsible AI Innovation Hackathon 2026 to demonstrate how real-world challenges can be translated into practical solutions grounded in security, fairness, and accountability. The programme will also explore AI regulation, responsibility, and real-world use cases, connecting legal frameworks, public policy, and AI deployment in Thailand, covering topics from AI and intellectual property law to automation in digital commerce, the direction of Thai AI legislation, and reining innovation with regulation.

One more highlight not to be missed is the AI Red Teaming session, a competition that simulates real-world testing of AI systems to identify risks, vulnerabilities, blind spots, and potential failures before deployment. This year, ETDA is focusing on AI for the financial and banking sector, where trustworthy AI is essential given the broad public impact and its importance to economic confidence.

According to Dr. Chaichana, AI Red Teaming is similar to having expert teams perform “stress-tests” on AI systems to determine whether they can be easily manipulated to generate inaccurate responses or unsafe outcomes, while uncovering elusive vulnerabilities. The findings are then used to design preventive measures or “guardrails” that enable AI to operate safely and responsibly. ETDA is working closely with partners, including TB-CERT, to generate deeper insights for Thailand’s financial sector, supporting the development of more effective policies, safeguards, and risk management approaches tailored to industry needs.

“What ETDA wants to communicate through AIGW 2026 is that AI Governance must not remain as principles. It must be translated into practical tools and frameworks that can be readily adopted. This includes upgrading AIGC to AIGPC, publishing the EIA Playbook, strengthening AI literacy in education and responsible use of AI in justice, and validating AI safety through Red Teaming. Together, these initiatives will enable Thailand to harness AI’s full potential while ensuring safety, accountability, and public trust,” said Dr. Chaichana.
